Alberta Budget 2025: Key Impacts on Private Career Colleges
The Government of Alberta has released its 2025 Fiscal Plan, bringing with it a series of changes that will impact private career colleges across the province. At the Alberta Association of Career Colleges (AACC), we are committed to keeping our members informed and advocating for policies that support career education. Below, we have outlined the most significant changes that may affect our institutions.
Changes to Private Career College Fees
A key update in Budget 2025 is the new tiered fee structure for private career colleges. These changes are designed to improve efficiency in processing applications, ensure cost recovery for government services, and align Alberta’s fees with other provinces in Canada.
New Annual Licensing Fees (Per Campus, Per Program):
- Under $300,000 in revenue → $800 (unchanged)
- $300,000 – $1M in revenue → $2,000 (previously $800)
- $1M – $5M in revenue → $6,000 (previously $800)
- Over $5M in revenue → $12,000 (previously $800)
Other Fee Adjustments:
- New school registration fee: $3,000
- Licensed and new school program applications: Increased to $250-$500 (previously $100-$300)
- Per-program fee: $100 (doubled from $50)
- Inspection & change fees: Now range from $200 to $2,000
Why These Changes?
✔ Improved Processing Efficiency – The government has stated that these changes will help reduce administrative bottlenecks and streamline application reviews.
✔ Cost Recovery Compliance – Fees are now structured to better reflect the actual costs of processing applications and managing regulatory oversight.
✔ National Alignment – Alberta’s new fee structure is now more in line with those in other provinces, ensuring fairness in cost-sharing between institutions and the government.
These changes significantly increase costs for mid-to-large career colleges, so institutions should begin preparing for the financial impact. AACC is actively monitoring how this may affect operations and will continue advocating for fair implementation.
Institutional Funding for Private & Independent Schools
- Publicly funded independent institutions will receive an additional $9M in 2025-26, with another $17M allocated over the next two years.
- First Nations Colleges Grant increased by $500K to $4M annually.
- Post-secondary tuition revenue is projected to reach $2.1B in 2025-26.
While additional funding for independent institutions is a positive step, many private career colleges remain primarily self-funded. We will continue advocating for fair funding policies that reflect the important role our institutions play in Alberta’s education landscape.
Future Funding & Competitiveness Review
The Expert Panel on Post-Secondary System Funding & Competitiveness, launched in December 2024, is conducting a review that may influence future funding policies. Areas of focus include:
- Funding models for private institutions
- Alberta’s international competitiveness in post-secondary education
- Policy recommendations expected in Budget 2026
This presents a key opportunity for private career colleges to advocate for fair funding and policy reforms. AACC will be engaging with stakeholders to ensure our sector’s needs are represented.
